I would say the hierarchy has made terrible errors in judgment and it has to seek forgiveness by its members.
I think it is more a cautiousness that protects me from enthusiasm about things. I tend not to get excited. People perceive it as a scowl, which is fair enough.
So as soon as the land was worth something and there was money in the bank, all of a sudden everybody got interested in non-discrimination, in who's really going to administer this stuff.
