It is a sound principle of finance, and a still sounder principle of government, that those who have the duty of expending the revenue of a country should also be saddled with the responsibility of levying and providing it.
All along we find that social life - religion, politics, art - reflects the stages reached in the development of the knowledge of self; it shows the social uses made of this knowledge.
The fact of the matter is that if we were going to do anything about Gaddafi, it should have been at the beginning. And by fooling around like this as long as we have, we have wasted an opportunity that would have gotten rid of him.
