That's absolutely correct and in addition to that life just isn't an accident of the laws of physics. There's a long list of experiments that suggest just the opposite.
Competition in armament, both land and naval, is not only a terrible burden upon the people, but I believe it to be one of the greatest menaces to the peace of the world.
The citizen is becoming a pawn in a game where nobody knows the rules, where everybody consequently doubts that there are rules at all, and where the vocabulary has been diminished to such an extent that nobody is even sure what the game is all about.
