In 1970 I realized that there was negligible risk from x-rays but many radiographs had poor image quality so that the risk from a false negative was significant.

I - it's simply not for me to evaluate an independent rating agency's processes. But I will say that there was reason to be anxious - absolute reason to be anxious.
I felt slightly superior to student politics, for instance. I had no reason to think this, but I thought of myself as slightly more seasoned. I became quite cynical talking to my student friends.
