Far from being the product of a democratic revolution and of an opposition to English institutions, the constitution of the United States was the result of a powerful reaction against democracy, and in favor of the traditions of the mother country.
The tendency of modern scientific teaching is to neglect the great books, to lay far too much stress upon relatively unimportant modern work, and to present masses of detail of doubtful truth and questionable weight in such a way as to obscure principles.
However, democracy cannot be defined as the existence of parliaments and elections alone.
