Shortly after we arrived in Baghdad, we had another conversation with the ambassador. He said that he wanted us to give him the timeline, because we had 90 days to get these prisons operational and transfer responsibility back to the Iraqis.
“People would have a health care insurance policy they can call their own. They could choose one that exactly fits their families' needs and their budgets, be able to take that coverage with them from job to job and be able to fire their insurance company if it doesn't treat them well.”
“You've got to make it a good example for those kids regardless of how much you mess up.”
