Realistically, English is a universal language; it's the number one language for music and for communicating with the rest of the world.
That's one of the great privileges, being an actor, is that someone pays you and sends you off to learn about something that otherwise you'd never know about.
But in a turbulent environment the change is so widespread that it just routes around any kind of central authority. So it is best to manage the bottom-up change rather than try to institute it from the top down.
