Consular cards were not designed to be identification and no treaty recognizes them as such. Legal travelers, visitors and long-term residents carried passports, visas or green cards for that purpose.

I think that you really don't have a choice, when you see that things are wrong the only choice you really have is to just do what you can to make it better.
There may be people who have more talent than you, but there's no excuse for anyone to work harder than you do - and I believe that.
