In every thriller written about Washington, particularly after 9/11, there are good guys and there are bad guys, and there's no gray area at all.
The one thing that I know government is good for is countervailing against monopoly. It's not great at that either, but it's the only force I know that is fairly reliable.
You may gain temporary appeasement by a policy of concession to violence, but you do not gain lasting peace that way.
