Individually the poor are not too tempting to thieves, for obvious reasons. Mug a banker and you might score a wallet containing a month's rent. Mug a janitor and you will be lucky to get away with bus fare to flee the crime scene.
I try hard to convince them it's important - but there's a history of discomfort with minorities voting in some parts of this country, so most especially the older people have to get accustomed to it.
We don't see very far in the future, we are very focused on one idea at a time, one problem at a time, and all these are incompatible with rationality as economic theory assumes it.
